Why the county is the unit
Medicare Advantage plans are sold county by county. Two people thirty minutes apart can have completely different shelves, which is why a statewide number tells you very little about your own options.
Special Needs Plans are counted separately
Special Needs Plans serve people who have Medicaid as well as Medicare, who have a chronic condition, or who live in an institution. They are counted on their own row because most people cannot join one.
A $0 premium is not a free plan
A $0 monthly premium means the plan charges no premium of its own. You still pay your Part B premium, and the plan still has copays, coinsurance and an out-of-pocket maximum. The premium is the least useful number for comparing plans.
More plans is not better
A county with fifty plans is not better served than one with thirty. What matters is whether your doctors are in network and your medications are on the formulary, which no plan count can tell you.

No. The counts here are Medicare Advantage and Special Needs Plans. Florida is a single Part D region with 11 stand-alone drug plans available everywhere in the state.
How current are these numbers?
They come from the CMS CY2027 landscape file published in September 2026, the same source the plan finder uses.
